Stravillia’s participation in the EnR Thinking Group Meeting

On 26 November, Stravillia took part in the #EnR Thinking Group Meeting, held within the framework of the National Meeting of the Covenant of Mayors for Climate and Energy, organised by ADENE – Agência para a Energia, in Lisbon. The meeting brought together energy agencies, municipalities and European experts for a debate focused on strengthening local climate action.
The session provided a particularly relevant space to reflect on how international cooperation, the strengthening of technical capacities and more stable governance can enhance cities’ ability to implement effective climate policies. Representatives from several European and national entities, including ENEA, Energy Cities, the Council of European Municipalities and Regions (CEMR), the Faculty of Sciences and Technology of NOVA University Lisbon, and the Directorate-General for the Territory, shared perspectives on the growing role of energy agencies, the importance of multi-level dialogue, and the challenges of aligning European targets with local implementation.
It was also inspiring to see so many Portuguese cities and agencies represented, committed to consolidating more robust climate governance models and exploring new opportunities for collaboration. The discussion highlighted how European initiatives such as the EU Covenant of Mayors, the “100 Cities” Mission, the #NetZeroCities programme, and the European City Facility have been instrumental in supporting strategy definition, as well as in the development and preparation of solid, bankable projects.
Amid the need for blended financing, stronger technical capacity, knowledge sharing, and greater regulatory coherence, a clear conclusion emerged: the climate transition requires more coordinated and consistent support systems, capable of turning ambition into real implementation.
Stravillia’s presence at this event allowed us to closely follow the evolution of European policies and practices supporting local authorities, while also reinforcing our day-to-day work with municipalities and public entities seeking to accelerate the climate transition.
Events like this are essential to integrate knowledge, stimulate collaboration and build more effective solutions on the ground.
